The cost of a list
A ranked page of twenty results, all rated somewhere between four and five, is not an answer. It is a shortlist you now have to research, and the research is the part you wanted help with.
What actually decides it
Distance and price matter, and they are the easiest things to compare, which is why most sites stop there. What decides whether you go back is usually manner, pace, and whether the person understood the thing you came in with. Those are the things a few questions can find and a star rating cannot.
Why nobody can pay for it
If money could move the order, the match would optimise for the provider who paid rather than the one you would go back to. There is no mechanism for it in Coren, and there never will be.
